Lance Curtis Co-Authors Arkansas Term Limits Amendment

Working with Steve Gray, Lance Curtis coauthored Arkansas Constitutional Amendment 73 which passed in 1992 by a 3-2 margin. This amendment has transformed Arkansas politics providing a dynamic influx of new thinking into the Arkansas electoral system.

Lance Curtis, Steve Gray, Tim Jacob, Skip Cook, et. al. worked with U.S. Term Limits, a national group promoting voter initiatives on term limits, to secure needed signatures on petitions. The group, Arkansans For Governmental Reform was formed, with Lance Curtis acting as a spokesperson, to campaign for the passage of the amendment.

During this time, Lance Curtis appeared on all major Central Arkansas (Little Rock), Northwest Arkansas (Fayetteville), Northeast Arkansas (Jonesboro), and South Arkansas (El Dorado) TV and radio stations and many media outlets covering the entire state of Arkansas.

Once the amendment passed opponents sued to have it overturned. This case ultimately was heard before the U.S. Supreme Court in November of 1994. After oral arguments, Tim Jacob and Lance Curtis spoke out for the importance of the amendment on the portico of the Supreme Court building before assembled national media.

While not every provision was upheld, Amendment 73 is now a rich part of a dynamic democratically elected government in Arkansas.
